Vice President, College Services
Reporting to the President, the Vice President of College Services (VPCS) has a strong on-campus presence and provides effective leadership of the College Services Division. The VPCS oversees development, supports implementation and is accountable for divisional operating plans. The VPCS mentors, manages, and evaluates resources in the Division, and collaborates with other leaders on developing and implementing college-wide plans, projects, and policy.
Main Duties and Responsibilities
LEADERSHIP AND MANAGEMENT OF DIVISION
- Works in close collaboration with the Executive Director of Finance/CFO to:
- o Ensure responsible stewardship and comprehensive oversight of college funds to ensure consistency, reliability, and responsiveness to emerging issues.
- o Support an open and consultative budget development process for college capital and operational budgets consistent with college policies and the strategic plan.
- Provides leadership and guidance to implement the mission, vision, and values of the College, consistent with policy, regulation and strategic priorities.
- Develops, manages, prioritizes, and balances the Division’s annual budget, and seeks efficiencies, and revenue generating and/or entrepreneurial opportunities where possible.
INSTITUTIONAL SUPPORT
- Ensures that effective, up-to-date information management systems, including those supported by Artificial Intelligence, are available to the students and College community.
- Proactively identifies policy gaps and participates in their renewal and revision.
- Contributes to the development, implementation, maintenance, and evaluation of various College plans, strategies, policies and initiatives.
- Ensures that appropriate risk management policies, practices and training programs are implemented and monitored.
ENGAGEMENT AND LIAISON ROLE
- Represents the College and/or Division by contributing to a range of:
- Community-based, municipal, provincial and national committees
- Task forces and advisory groups
- Meetings and partnerships with local authorities, governments, and First Nations
OTHER RESPONSIBILITIES INCLUDE:
- Serving as a resource for college-wide finance, human resource management, information technology (IT), facilities and ancillary services.
- Modeling and promoting an entrepreneurial and intrapreneurial mindset.
- Ensuring that infrastructure development, resource allocation, planning and policy development and implementation are consistent with key directions and accountabilities, including but not limited to: the college’s mission, vision, values, strategic directions, policies, Institutional Accountability Plan and Report, Board Executive Limitations policies, collective agreements and other government directives.
OTHER DUTIES
- The Vice President performs other duties as assigned.
Skills, Knowledge, and Abilities
- Strong intrapreneurial and partnership-building orientation.
- Exceptional interpersonal skills, including communications (written and oral), public presentations, coaching, negotiation, and conflict resolution skills.
- Extensive knowledge of public sector budget development processes, financial regulations, controls, and procedures.
- Excellent relationship-building and public relations skills.
- Profound understanding of community college operations, organizational structures, and administrative processes.
- Considerable knowledge of how to implement Indigenization and EDI principles in operating plans and processes.
- Significant knowledge of enterprise management systems and business processes.
- Considerable knowledge in administration of collective agreements.
- Demonstrated ability to work effectively with individuals at all levels –internal and external – in a variety of consultative and collaborative processes that may be college-wide, divisional, or interdivisional.
Education and Experience
- A bachelor’s degree in business or a related discipline; AND either an MBA or other relevant post-graduate degree, OR a professional accounting designation.
- Five to seven years of senior leadership and management experience in a public sector institution, preferably in a post-secondary/educational environment.
- Extensive experience in human resource leadership and development.
- Demonstrated experience in institutional change management.
- Demonstrated track record of community and public engagement.
- Proven experience in effective project management and implementation.
- Demonstrated track record of ongoing professional development relevant to College Services portfolio leadership.

This is a regular, full-time position commencing September 15, 2024. Salary and benefits are in accordance with the Administrative Staff and Benefit Program. Based on qualifications and experience, the compensation is in accordance with the Exempt Compensation Framework which is aligned with Selkirk’s compensation philosophy. As such, the position will be placed on Grid Level 18 between the minimum and control/mid-point ($151,115.00 – $201,487.00).
