As Director of Finance & Technology/Chief Financial Officer, you will report to the Chief Administrative Officer (CAO) and serve as a key member of the Senior Leadership Team.

You will provide high-level financial strategy, risk management, and technology leadership, ensuring fiscal responsibility while leveraging technology to optimize service delivery.

You will be a trusted advisor to Council, the CAO, and community partners, delivering financial insights, policy recommendations, and governance expertise to support informed decision-making.

With strong municipal finance expertise, you will lead budgeting, financial planning, asset management, and ensuring financial strategies align with the City’s priorities.

Financial Stewardship

Shape the City’s financial and technological vision, providing strategic guidance to Council, the CAO, and Senior Leadership Team.

Make recommendations to the CAO and Council regarding the strategic management of assets and liabilities.

Ensure financial sustainability by managing budgets, investments, asset management, and risk mitigation strategies.

Develop annual budgets and five-year plans. Provide financial oversight and strategy for the City-owned West Kootenay Regional Airport.

Serve as the City’s Chief Financial Officer, ensuring compliance with the Community Charter, Local Government Act, and Public Sector Accounting Standards.

Oversee procurement, contracts, and financial compliance.

Innovation & Technology Leadership

Drive digital transformation, ensuring that technology solutions support efficiency, security, and innovation.

Oversee technology governance and leverage emerging technologies to optimize municipal operations and service delivery.

Encourage creative problem-solving, empowering teams to streamline processes and enhance public service.

Service Excellence & Engagement

Strengthen public trust and financial transparency, effectively communicating financial insights to Council, staff, and the public.

Build collaboration across departments, ensuring strategic alignment and breaking down silos.

Develop relationships with municipalities, regional districts, senior government agencies, and industry partners to advance municipal priorities.

Leadership

Lead and develop high-performing teams in Finance and Information Technology, ensuring professional growth and succession planning.

Enhance internal financial controls, fraud prevention, and risk management strategies.

Ensure the City’s financial and IT infrastructure remains secure, resilient, and future-ready.

The ideal candidate will bring financial expertise, strategic vision, and technological insight to the City of Castlegar.

We’re looking for someone who will help manage our assets and infrastructure with fiscal prudence, using business-minded and long-term perspectives.

This role requires a collaborative professional with a strong understanding of municipal finance, risk management, and technology.

Qualifications

The successful candidate will have:

  • Chartered Professional Accountant (CPA) designation in good standing.
  • Undergraduate degree in Finance, Accounting, Business Administration, Public Administration, or a related field.
  • Knowledge of municipal finance, budgeting, taxation, and financial reporting, including relevant legislation (Community Charter, Local Government Act).
  • Strong leadership and team management abilities, with a collaborative and strategic approach.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Ability to communicate complex financial information clearly to diverse audiences, including Council and the public.
  • Technological proficiency, including experience with financial management systems and digital tools.

Experience

The ideal candidate will have:

  • At least five years of progressively senior financial leadership experience, preferably in local government or the public sector.
  • Proven experience managing financial operations, including budgeting, asset management, and risk management.
  • Experience leading Information Technology initiatives.
  • A track record of adapting to changing priorities and anticipating emerging issues.
  • Ability to build trust and maintain collaborative relationships with staff, Council, and external partners.
