Job Description
The RDKB is seeking applicants for the Manager of Human Resources position, located in Trail, BC. This is a temporary, full-time position on a 1-year contract.
Reporting to the Chief Administration Officer, the Manager of Human Resources is responsible for managing the human resources, employee relations and occupational health and safety functions of the Regional District of Kootenay Boundary (RDKB). Working closely with the Senior Management team, the HR Manager is a hands-on position that focuses on providing coaching and advice to leaders to support their teams, administration of two Collective Agreements and other employee contracts, implementation and administration of HR programs and policies, and the overall health and safety, recruitment and benefits administration services of the organization. Managing the HR & Safety Coordinator and with support from the Corporate Coordinator, the HR Manager ensures completeness and accuracy of departmental work, provides strategy and recommendations to leaders on complex labour relations and organizational matters and promotes an effective, productive and safe environmental for all.
This is a 1 year full-time, benefitted contract position to provide coverage while the permanent incumbent is on parental leave. This position will suit qualified candidates with significant experience in human resources, particularly in a multi-unionized and/or government environment. The ideal candidate will demonstrate a high degree of skill in collaborative problem solving, program administration, professional communication, mediation and handling sensitive matters with tact and diplomacy.

Applicants must possess the following qualifications, experience and skills:
- Bachelor’s degree in a relevant discipline (Human Resources, Business, Psychology or similar) plus 5 years of progressively more responsible HR experience
OR
- Completion of other recognized post-secondary education, such as a relevant diploma program, plus 8 years of progressively more responsible HR experience
- An equivalent combination of experience or training will be considered
- Experience in a unionized environment, preferably including negotiations
- Thorough knowledge of human resources administration functions, policies, practices and objectives
- Thorough knowledge of relevant human rights, employment standards, labour and occupational health and safety legislation.
- Extensive knowledge of labour relations and HR management best practices
- Considerable knowledge of local government services and operations considered an asset
- Commitment to the principles of diversity, equity, inclusion and promoting a safe and healthy workplace for all
- Valid BC Driver’s License
- Satisfactory Criminal Record Check

Position Information

Hours of work: Monday to Friday, 36.25 hours per week
Compensation: $115,000 – $125,000
