General Manager of Municipal Services
Job Description
The City of Trail is actively seeking an experienced leader to fill the role of General Manager of Municipal Services (GM).
Reporting directly to the Chief Administrative Officer, the GM will serve as a crucial member of the senior management team, responsible for providing strategic direction and operational oversight across a spectrum of vital functions, including: municipal infrastructure, public works services, City facilities, parks and recreation.
In this pivotal role, the GM will:
- advance the City’s strategic priorities related to utility infrastructure, climate change, sustainable development, community resilience and livability;
- support complex decision-making processes on a daily basis and foster transparent collaboration within the community to ensure effective project and service management;
- maintain productive relationships with community members, local businesses, government agencies, and other stakeholders to ensure the delivery of high-quality services that meet community needs;
- collaborate with Human Resources on hiring, evaluation, training, and discipline of employees in alignment with City policies, procedures and the Collective Agreement;
- provide ongoing feedback, mentorship, and coaching to support the professional growth of direct reports;
- cultivate an inclusive and respectful work environment that prioritizes staff development;
- foster a culture of collaboration, innovation, and excellence within their team and across the organization.
The ideal candidate:
- has experience in senior engineering leadership roles within progressive municipalities or complex public-sector organizations;
- has political acumen and a proven ability to manage significant budgets and deliver major projects under pressure;
- is a strong leader, effective communicator, and has a talent for building and maintaining relationships.
The position offers a targeted salary range of $144,000 to $156,000 annually, supplemented by a competitive benefits package designed to attract and retain top talent in municipal leadership.
