Job Description
The LCAHS is requesting quotes for Building Management Services on a contract basis
for LCAHS residential property Blizzard Mountain Place located in Fruitvale, BC.
Quote must be submitted to admin@lcahs.ca no later than 11:59 pm PST July 31,
2025
Start date for commissioning portion will be as soon as the contract is awarded, all other
aspects will begin once occupancy is granted – estimated to be October 11, 2025
Building Management Services, LCAHS Blizzard Mountain Place
Location of Property
Blizzard Mountain Place located at 96 Deadmarsh Ave, Fruitvale. A three-story building
with 31 residential units, indoor and outdoor amenity areas and parking lot.
Required Building Management Services
1. Maintenance and Repairs
The Contractor will be responsible for the physical management of the Blizzard
Mountain Place Property, including regular and preventive maintenance and
emergency repairs. Duties will include:
• Commissioning: Collaborate with Commissioning Agent during commissioning
of operations of the newly constructed Blizzard Mountain Place building.
• Maintenance: Regular and preventative property maintenance, snow and ice
clearing oversight, landscape maintenance, security calls, keeping the property
functioning in top condition.
• Repairs: Identify, coordinate, and supervise required tradespersons and other
contractors to ensure timely maintenance and repairs of the building and
property.
• Manage Service Contracts: Such as janitorial, elevator, and snow removal.
Service contracts are already in place.
• Vacant Units: Ensure vacant units are secured and monitored, fulfilling
insurance requirements.
2. Tenant Communication and Management
The Contractor will work closely with the LCAHS Tenancy Coordinator and Executive
Director. Guided by LCAHS policy and the BC Residential Tenancy Act, duties
related to communication with, and management of tenants include:
• Maintenance Requests and Emergencies: Receive and manage maintenance
requests and ensure timely response and/or repair.
• Complaints: Receive and respond to reports of noise and/or other disruptive
tenant behaviors and interactions.
• Tenant Moves and Unit Inspections: Manage the scheduling and process of
tenants moving into and out of the building, and after a move-out ensuring the
unit is clean and any needed repairs have been completed.
• Inspections: Ensure regular inspection of units as per LCAHS policy, including
the inspection of units and assessment of required repairs after a tenant moves
out of a unit.
3. Financial and Asset Management
The Contractor will develop and maintain a property management plan and budget
based on direction from the LCAHS Board of Directors.
• Budget: Develop and manage the annual budget for the maintenance of LCAHS
properties including recommendations for planned improvements and upkeep.
• Financial and Records Management: Maintain thorough records related to the
management of the building and property, including payments and expenses,
unit and building systems inspections, maintenance requests, preventive and
emergency repairs, and complaints.
• Asset Management: Develop and monitor an asset management plan based on
direction from the LCAHS Board of Directors.
• Reporting: Provide regular and timely reports to the Board and LCAHS Staff as
scheduled and requested.
Quotes for Building Management Services are to include:
Detailed building management services plan including network of trades
Detailed terms and fees for services
Professional accreditation and certifications of personnel
Detailed history of building management and maintenance experience
References
Desired contract length 2 years with annual review
Please note there is also an RFQ for Janitorial Services at this building.
