Job Description

SUMMARY The Senior Manager, Network Operations and Planning is responsible for providing strategic and technical operations oversight for the development and implementation of Columbia Basin Broadband Corporation’s (CBBC) technology functions. This role is also responsible for ensuring consistent and high-quality service delivery and support for all core technology processes and services. This position reports to the Chief Operating Officer of CBBC.

KEY ACCOUNTABILITIES

  1. Oversees all network design, management, configuration and operation, and all inside plant infrastructure.  Recommends priorities for the development of CBBC’s network, including technology initiatives.  Oversees the creation and implementation of policies, standards and guidelines related to network development and operations.  Ensures that CBBC’s technical solutions are performing optimally and are fully meeting service commitments.  Oversees the life cycle management of CBBC’s inside plant network infrastructure – including backbone and last-mile service delivery.  Oversees planning, implementation and operations of network integration of third party networks and peering connections with CBBC’s network.  Facilitates customer connections, and contributes to the development of service offerings.

  2. Oversees the development and implementation of business and technical processes required to support network expansion and ongoing operation, including provisioning, billing, network usage and integration with carrier and customer networks.  Integrates and improves business process with appropriate technology.  Creates and implements documentation related to policies, standards, guidelines.  Oversees the development and mapping of business processes.  Establishes and directs a quality assurance process including integration and system testing for technology initiatives.  Oversees the development and mapping of the CBBC network and underserved communities and households in the Basin (via Google Earth, GIS, etc.).

  3. Provides leadership and direction to staff and contractors as required.  Ensures effective team performance.  Conducts performance evaluations.  Provides coaching to enhance performance.

  4. Identifies risks and opportunities to the Trust’s priority of improving connectivity, and to its specific business plan and implementing appropriate strategies.  Oversees and maintains the security plan that protects the confidentiality, integrity and availability of CBBC technology.  Aligns technology-related decisions with organizational goals.  Develops and oversees a technology roadmap to ensure technical solutions are fully supported by the right architectures and are evolving to proactively meet future service demands.

  5. Completes budgeting, forecasting, cost management and procurement related to the above activities.  Develops and manages annual budgets for required capital and operating expenditures, including updating forecasts as required.  Develops budgets for funding applications to third parties.  Manages costs for various CBBC projects through to completion.  Directs strategic procurement activities and makes recommendations on awards for good and services/purchases.  Ensures that projects and initiatives are completed within the required timeframe, within acceptable cost parameters, and to the appropriate level of quality.  Participates in developing financial recommendations to the Board of Directors.

  6. Develops and maintains relationships with a range of organizations and entities, including service providers, customers, contractors, consultants and industry representatives.  Manages relationships with, and as appropriate, provides direction to contractors, network management firms, technical consultants and others.  Manages relationships with organizations such as including local government, First Nations, service providers and large industry participants.  Addresses sensitive issues with key counterparties and develops and implements solutions to issues that arise in the field.

  7. Other duties as may be required. QUALIFICATIONS

Training & Experience  A minimum of a Bachelor’s degree in Computer Science, a related field or equivalent.  A minimum of seven years of experience in telecommunications industry, including; the regulatory and competitive environment, major carriers and management of key stakeholder relationships, as well as experience with small to medium scale internet service providers (including wireless), their operating models and business and technical environment, particularly in a rural context.  Experience directing and managing staff and contractors.

Knowledge, Skills & Abilities  In depth understanding of telecom industry standards, trends and security issues and processes.  Strong knowledge of technology operations management.  Strong knowledge of enterprise-wide risk management best practices with respect to network and application security, information privacy, regulatory compliance, and disaster recovery.  Excellent information technology and computer literacy including a working knowledge of Windows and Linux Operating Systems.  Strong knowledge of network platforms, networking and security including routers, routing protocols, switches, security appliances and firewalls.  Strong knowledge of fibre optic network design, network analysis, design and testing systems and interfacing equipment.  Strong knowledge of the development and operation of wholesale high-speed fibre optic cable networks including fibre construction and fibre exchanges, service development and delivery, and open access approaches.  Strong knowledge of contract management principles, techniques and best practices including procurement procedures, the ability to develop and manage contracts and estimation and budgeting skills.  Highly developed interpersonal and relationship management skills, including an ability to influence stakeholders and build relationships inside and outside of the organization.  Ability to direct and manage staff, contractors, vendors and stakeholders.  Ability to deliver change to business processes and systems that support overall organization technology strategy.  Ability to manage costs while leveraging resources for future success.  Solid presentation and communication skills, both oral and written, including being able to produce clear and non-technical advice on complex issues in writing.  Ability to exercise initiative and bring independent judgment to resolving complex issues.  Ability to prioritize and manage multiple and conflicting projects while ensuring accuracy and meeting deadlines.  Ability to maintain a high degree of confidentiality.
