Job Description

Responsible for all operations activities within designated division, including evaluating all subordinates, maintaining appropriate staffing levels, and surpassing quality expectations of contract specifications; recruits, hires, and is responsible for the training of all subordinate employees; maintains regular customer contact to promote good will; submits all appropriate documentation in a timely fashion; and participates in the planning and decision-making process of the company. Uses considerable independent judgement in decisions that influence operations. Advises and assists the senior executives in planning, policy, and operations matters.

Key Performance Objectives

Plans, organizes, directs, coordinates, assigns and evaluates the work of all personnel involved in meter reading for the entire state, and/or multiple contracts Oversees special operational projects and activities; researches, formulates and implements strategic planning for meter operational activities Compiles statistics on meter reading activities Oversees the training of subordinates; makes recommendations to improve operations and solve problems; oversees inventory control procedures; verifies and submits requisitions for the purchase of equipment, materials and supplies; formulates operational budgets and implements expenditure control procedures; participates in personnel selection; makes field checks; oversees complaints concerning meter readings Act as the chief safety officer for customer and company programs and activities. Assures that safety of employees, customers and general public is of the highest priority in all assigned operating activities. Participates in the planning and decision-making process of the company business in the assigned area of activity. Analyzes the contractor’s billing invoices for payment. Monitors the billing unit schedule to meet the guidelines set forth by the customer to control the scheduling of routes to prevent any violations of read window requirements. Reports on a regular basis to the (Customer) Contract Administrator, Vice President the Sr. Vice President. Ensures that assigned contracts operate in accordance with the specifications exceeding quality and safety expectations and within the established budgets. With assistance of the Human Resources Department, will help select, hire, and train all subordinate employees. Reviews and recommends and makes appropriate determinations regarding salary adjustments, relative to promotion, as well as discipline or discharge of subordinate employees. Meets on a regular basis and maintains contact with customers at multiple site locations to ensure good will and satisfaction with meter reading performance levels. Conducts regular observations and reviews of job performance for subordinate employees to ensure that work is performed in accordance with proper operating procedures and quality objectives. Takes immediate action on customer complaints pertaining to contract as reported by subordinates. Makes timely submissions of a variety of reports such as performance appraisals, weekly operations status reports, incident reports or other special reports, as required. Manages the safe and efficient operation of the motor vehicle fleet within assigned contract operations including fuel usage, preventive and emergency maintenance programs, global position system operation and reporting driver safety. Conducts regular meetings with subordinates to permit communication and feedback regarding the status of the company’s plans, procedures and activities and employee performance. In coordination with the administration department, oversees the implementation of the company’s Safety Program, Hazard Communication Program, Equal Opportunity Policies, and Suggestion Programs. Performs on-the-job accident investigations and conducts safety meetings on a regular basis Attends and testifies at Workers Compensation and/or Unemployment hearings as requested. Keeps the higher management of the company informed and notified of all activities occurring within assigned contract operations. Compiles and makes detailed reports, both orally and in writing Performs other duties as requested by the Vice President or Sr. Vice President
