Job Description
JOB OVERVIEW: Reporting to the Manager of Planning and Development, the Current Planning Supervisor is a leadership and administrative position primarily responsible for overseeing the day-to-day operations for applications and referrals. The Current Planning Supervisor will oversee the work of the Planner, as well as coordinate current planning activities of GIS and clerical team members of the Planning and Development Department. Key responsibilities also include processing complex Official Community Plan and Zoning amendments; and researching and recommending process improvements. The position will also have the opportunity to manage projects such as strategic agricultural plans, active transportation plans, and poverty reduction plans.
RESPONSIBILITIES: As a member of the Planning and Development team, the responsibilities of the Current Planning Supervisor include:
• Coordinate the processing of current development applications such as development variance permits, development permits, and planning bylaw amendments by planning team members • Provide guidance and review work of planning staff to ensure quality and accuracy of current planning activities • Assist the Manager of Planning and Development to establish priorities and delegate work of planning team members • Process complex applications for amendments to planning bylaws and undertake other special planning or research projects • Process Provincial referrals such as subdivisions; forestry and mineral tenures; and Agricultural Land Commission subdivision and non-farm use applications • Coordinate administrative, GIS and planning staff as it relates to processing applications and referrals • Prepare planning reports and formal planning documents for review by the committees, commissions and the Board of Directors • Assists planning staff to respond to planning matter inquiries as required • Attend meetings and public hearings • Assist the Manager of Planning and Development with the operation of the Planning and Development Department • Upon request, represent the Planning and Development Department in the absence of the Manager of Planning and Development • Conduct site visits and field surveys as necessary • Other related duties as assigned
SELECTION CRITERIA The required qualifications, experience and training for this position include: • Master’s Degree in Planning or related discipline • 5 years progressively responsible professional planning experience, preferably within a local government setting • Membership or eligibility for membership in the Canadian Institute of Planners • An equivalent combination of qualifications and experience may be considered • A valid BC Class 5 Drivers License
The required knowledge, skills and abilities for this position include: • Working knowledge and ability to interpret and apply legislation relevant to land use planning • Strong knowledge and ability to apply current and long range planning principles • Leadership and coaching skills with the ability to support and motivate a team • Demonstrated ability to drafting and interpret bylaws • Ability to undertake project work, specifically with processing complex OCP and Zoning bylaw amendments and review of planning process • Effective public speaking skills with the ability to clearly and simply communicate complex planning matters to a variety of stakeholders • Excellent oral and written communication skills • Ability to work with minimal supervision
