Job Description
The Senior Dam Safety Engineer – Civil provides civil engineering expertise to Columbia Basin Trust’s and Columbia Power’s shared hydroelectric assets. The incumbent is responsible for managing the obligations of the Water Act licenses and the BC Dam Safety regulations as they relate to the hydro facilities owned by the Trust and Columbia Power. Other responsibilities include project management of Operations & Maintenance and/or Capital replacement/improvement projects involving civil structures and equipment, such as drainage systems, roadways, tunnels, and channels. This position reports to the Senior Manager, Operations & Maintenance.
KEY ACCOUNTABILITIES
Ensures Columbia Power meets the obligations of a dam owner as required by its Water Act licenses and the BC Dam Safety Regulations. This relates to the operation, maintenance and surveillance of Columbia Power’s water retaining structures, as well as any required civil reporting. Maintains expert knowledge of civil structures, water control equipment, and proper engineering practices. Develops and maintains a responsive support network of contractors, consultants and suppliers that contribute to reliable and cost-effective civil asset management. Develops and manages asset life cycle strategies through short-term maintenance and long-term replacement planning based on routine equipment risk assessments and condition-based inspections. Undertakes the project management of various reliability or civil focused initiatives. Develops and manages contracts to execute full project cycles relevant to installing, upgrading, and replacing civil structures and equipment. Provides technical field support for installation, testing, commissioning, and troubleshooting civil asset equipment that is included in your management portfolio. Oversees public safety management to ensure the risks posed by Columbia Power’s works to the public are minimized. As required by the BC Dam Safety Regulations, ensures that documents such as Routine Inspections, Operations and Maintenance Manuals, Dam Emergency Plans, Public Safety Management Plans and Annual Dam Reviews are technically accurate and properly maintained. Coordinates annual table-top exercises to promote familiarity of the Dam Emergency Plans among Columbia Power, FortisBC and other stakeholder personnel. May lead the efforts of specific multi-disciplinary project teams. May supervise or coach Engineering co-op students on rotation.
QUALIFICATIONS Training and Experience
Bachelor’s Degree in Civil Engineering or a related Engineering discipline. Registration or ability to register as a Professional Engineer (P.Eng.) with Engineers and Geoscientists BC. Working knowledge of the principles of earth sciences and structural design. Detailed knowledge of Canadian Dam Association Dam Safety Guidelines and their application is essential. 7 years of diverse experience including a minimum of 5 years of relevant experience in operation and maintenance of water resource structures and monitoring the performance of dams and hydraulic structures.

Ability to analyze and interpret geotechnical instrumentation data and mitigate operation or maintenance issues of varying degrees of complexity through resourceful and innovative means. Ability to analyze and interpret technical data, develop technical reports, and prepare letters and reports. Ability to communicate effectively with a variety of staff and stakeholders. Ability to influence and manage third parties and motivate, lead and contribute to multidisciplinary teams. Ability to maintain effective working relationships with partners, government agencies, and local and regional authorities. Ability to think strategically and incorporate goals into operational objectives. Demonstrated judgment, initiative and creativity in problem solving. Excellent analytical, cost estimating and scheduling skills.
